In 1861 Governor Sir William Denison clashed with Premier Charles Cowper over the use of the colony's Great Seal to grant land to the widow of convict John Tawell without ministerial consent. The Premier relinquished the seal and resigned to resolve the deadlock. The rest of his ministry also resigned. Eventually the governor returned the seal and refused the ministry's resignation.
