NOTE: Francis Horner (1778-1817) lawyer and parliamentarian was involved in shaping monetary policy and developed a reputation as a financial expert chairing an important committee on bullion. He joined Francis Jeffrey and Sydney Smith in launching The Edinburgh Review.
